Install Quickemu in the Debian desktop packages script. If Quickemu is available natively in the APT repositories (e.g. on Debian 13+), it is installed via apt-get; otherwise, it downloads and installs the latest .deb package directly from the Quickemu GitHub repository.

This PR adds Quickemu to the Debian desktop packages installer script.
It detects if Quickemu is available in the native APT repository (as on newer Debian 13+), and falls back to downloading and installing the latest release .deb from the official GitHub repository for older versions.
